The 2022 Decision mandates the Draft Environmental Impact Statement be submitted to the Commission in the first half of 2023, and the Petitioner continue with status reports on a yearly as-scheduled basis to provide evidence that, the Petitioner is making adequate progress on the Environmental Impact Statement.
