Hawaiʻi Administrative Rules (“HAR”)
Hawaiʻi Administrative Rules (“HAR”) are the regulations created by state agencies to implement and enforce the Hawaiʻi Revised Statutes (“HRS”). These rules have the force and effect of law and provide detailed guidelines for various programs and activities.

These are the current administrative rules that apply to the State Land Use Commission. This version of the rules became operative on October 18, 2019. Link to Public Comments from the 2018 proposed changes.
*On August 25, 2021, the Commission addressed a change to HAR §15-15-40 Hawaii Administrative Rules to change the number of copies required to be filed by parties.
Pursuant to the power granted to the Commission under HAR §15-15-40, the number of copies required to be submitted by parties to proceedings is hereby modified.
HAR §15-15-40 HAR is amended to read as follows: (per LUC order for rule change)
§15-15-40 Copies Unless otherwise required by this subchapter or the commission, all parties shall file with the Commission a paper original, and one electronic copy of each pleading or amendment thereof. Additional copies shall be promptly provided if the chairperson or the executive officer so requests. The commission, by order, may modify the number or format of copies required under this section.

The ʻAha Moku Advisory Committee (AMAC) was created pursuant to Act 288, Session Laws of Hawaii 2012. With the passage of Act 288, the Legislature formally recognized the ʻAha Moku system and established AMAC within the Department of Land and Natural Resources to serve in an advisory capacity to the Chairperson of the Board of Land and Natural Resources.
